Its Warren T. Rat from An American Tail, argueably one of the most evil villains of my childhood. He's an extortionist who profits from child labor, he impersonates a rat to trick all the mice into paying him cash to keep the cats away, and on top of all that, he plays violin and quotes Shakespeare BOTH VERY BADLY! What possesed me to draw him I'm not sure...I did get a chance to practice my cross-hatch rendering in the process however. <.< >.>
